In Overwatch 2, many players and fans voiced their displeasure with the method by which Blizzard released PvE content. While some players have since expressed disappointment in the story missions, everyone can agree that Legendary difficulty is nearly impossible to complete.
As soon as season six was released last week, a ton of streamers started playing Story Missions to try to be among the first people to complete the exceptional challenge of finishing all of the Story Missions on Legendary difficulty, and the task was just as difficult as we had anticipated. Keller stated that although he thinks Illari, the new support hero, is “very strong,” she is “not overpowered.” Despite this, he claimed that the hero design team is attempting to weaken a few of her skills in preparation for August 24, when she will be made available for use on the competitive ladder.
The Overwatch developer provides startling statistics to highlight how challenging Legendary Story Missions are
We now understand just how challenging it is thanks to Aaron Keller, the director of the game, in his Dev Take blog post today. When discussing the Legendary difficulty and Story Missions, Keller noted that Gothenburg and Toronto had success rates on Legendary of 1.6% and 0.7%, respectively.

“These missions on Legendary are hard. Super hard,” he said. “Most people can’t complete them at this difficulty, and those that did have to devise custom strategies and team comps to get past the hardest encounters. If you’re a content creator who completed Legendary and you’re reading this post, pat yourself on the back. You were great entertainment! … We feel like we learned something with the level of difficulty and are excited to apply and expand on it for future Co-op content.”
It’s true that a few issues forced certain streams, like Seagull, Flats, Emongg, and KarQ, to give the missions a few more tries than they otherwise might have, but that doesn’t lessen how challenging these missions in overwatch.
First off, hardly every player is even doing Story Missions on Legendary, and for the Toronto assignment, the success rate is roughly one victory out of every 140 or so attempts. This amount of attempts before a successful attempt is comparable to how far a guild has advanced on the penultimate monster in a Mythic World of Warcraft raid. So, if you haven’t tried Legendary yet and are considering it, make sure to do your research, get ready, and most importantly, be prepared to fail—a lot.
